Obey When You Can

Romans 13 clearly states that a Christian should civic rulers. Does that mean that a Christian should herd people into ovens in a concentration camp? Does that mean that a Christian should give up his Bible when the government asks for it? Does that mean that a Christian should recant his faith when the government demands it?
